I had my wedding there this Saturday just gone (8th January 2011) and I couldn't have asked for more.
As the reviewer below said, the wooden panelled ceremony room is beautiful and no-one could stop commenting on the ballroom.
The staff were friendly and more than willing to help with anything - our chairs with covers had been set up in the ceremony room by accident and after a quick word - they were moved into the reception room whilst we had the photos taken.
The costs were fantastic and everything looks more expensive than it is - the serving staff came out wearing white gloves and the yorkshire puddings were enormous! Although they have a menu to choose from they can accommodate special requests and were only too happy to help.
A big thanks to Leah, Sue and Clive for their help in making our day as wonderful as it was.
Also, Bakewell Registry Office (who provide the registrars) were lovely to deal with also - again couldn't be more friendly and helpful.
The grounds are lovely for photos, although we didn't use them due to the time of year, including a little grotto with waterfall - perfect for those romantic pictures!
It is a gem of a location, and I can't understand why more people aren't booking their weddings there!

We got married in County Hall on 4th July 2009 (civil ceremony in the elegant wood panelled committee room and reception in the gorgeous, generously sized ballroom). The contact was always very helpful and we were able to have exactly the wedding we wanted: we did not want a sit down meal so booked the service for 4pm, followed it with canapes, a cold buffet at 7pm, and disco. The grounds and views over Matlock gorge are just fabulous. We couldn't believe that people aren't snapping up dates at County Hall - it is a fantastic venue and was only £150 for the committee room and £450 for the ballroom, yet there were loads of summer saturdays still available for the following year when we booked in July 2008. Because this is a council property and a place of work I guess people turn their noses up but trust me, go along and have a look, this is an under-rated gem of a wedding venue! We went in the afternoon before and decorated it ourselves. Unlike a commercial venue, there was no hard sell on anything, we could bring whatever we wanted, and do whatever we liked. We were even able to suggest what beer we wanted ordering for the bar, and had an icecream van come into the grounds for the kids.
